Wappinger Town Lowers Flags to Half Mast In Memory of Former Town Justice Vincent Francese

The Town of Wappinger is saddened to hear of the passing of former Town Justice and Councilman Vincent Francese on April 14, 2021 after a well-fought battle against illness at the age of 90. Supervisor Richard L. Thurston has directed the flags at the Memorial Plaza in front of Wappinger Town Hall to be lowered to half mast next week in his honor.

He served as Town Justice in Town of Wappinger from 1962 until retiring in 1990. During that time he also served 14 years as acting Village Justice and for the first 5 of those years he served as Town Councilman, as well. In 2007 he was again appointed as acting Village Justice and served until 2014.

Vincent’s other accomplishments include:
-Served in USMC during Korean conflict 1952-1954.

-Volunteer Fireman, W.T. Garner Engine Co. in 1957, served as President in 1960 and received 50 year pin in 2007.

-Served as Vice President, was on the Board of Directors and served on legislative committee for DC Magistrates Association.

-In the 1970’s served on DC youth board and DC Stop DWI board.

-Late 60’s joined the Wappingers Falls Rotary and served as Vice President, President, Board of Directors, WF Rotary Representative at Regional Conferences and NY State Rotary International Conferences. In 1980’s voted as WF Rotary’s 1st Honorary Member.

-Served on founding committee and Board of Directors of Southern Dutchess Pop Warner Football.

-Along with his daughters, Michelle & Kathy, was instrumental in the formation of the Town of Wappinger Women’s Softball League.

-Served as co-facilitator of Southern Dutchess Multiple Sclerosis Self-Help Organization from mid 1980’s to late 1990’s. Also served on Poughkeepsie area chapter of MS Walks.

Supervisor Richard L. Thurston, Senior Councilman William H. Beale, Councilwoman Angela Bettina, Councilman Christopher Phillips, Councilman Al Casella, Town Clerk Joseph P. Paoloni, Superindendent of Highways Michael J. Sheehan, Town Justice Carl Wolfson, Town Justice Heather Kitchen, County Legislator Lisa Paoloni, County Legislator Joseph D. Cavaccini, and all of the officials and employees of the Town of Wappinger offer their most sincere condolences to Justice Francese’s wife Jean and their family.
