The Town Clerk’s office has long been the hub of activity for Town Government and we strive day to day to offer the best quality service to you, our great Wappinger residents. This office provides many different licenses, certificates and permits to the residents of the Town of Wappinger and has served as the official “Keeper of the Record” for the Town since 1875 and continues to be the conduit between our residents and the Town Board. Our courteous staff is always ready to assist residents in the purchase of recycle center permits, dog licensing, handicap parking permits, games of chance permits, hunting/fishing licensing, and hawkers/peddlers permits. Also as the records keeper of the Town, the Office of the Town Clerk houses all vital records and residents are able to submit or review a birth or death certificate, or get your marriage certificate.

Responsibilities of the Office

The Wappinger Town Clerk serves as the official keeper of record for the Town of Wappinger. The incumbent is also clerk of the town board. The clerk is in charge of most town records, serves as the Registrar of Vital Statistics, issues certain licenses and permits, files laws and reports with county and State agencies as required, posts legal notices, and is, in many ways, a pivot around which the town operates.

Biography

Joseph P. Paoloni grew up in the Town of Wappinger from age 12 and lives in Wappinger with his wife Lisa, Dutchess County Legislator.  He is the father of his three children Ashley, Lindsay, and Michael; and the grandfather to his first grandchild Skylar.  Mr. Paoloni is a graduate of Roy C. Ketcham High School; Columbia University with an M.S. in Chemical Engineering; Fordham University with an M.B.A. in Finance; and, the State University of New York with a B.S. in Chemistry/Pre-Med with minors in Physics and Math.  He has served as the Wappinger Fourth Ward Councilman for 14 years from 1998-2012; and, as the Town Clerk for the last 8 years from 2014 to the Present.

Town Clerk Paoloni was previously employed by the Swiss Ciba-Geigy Corporation from 1990-2009 where he spent 2 years on assignment with his family in world headquarters, Basel Switzerland.  He was the Director of Pensions, Trusts, and Investments managing $1 Billion in assets for the US, Canada, and Mexico diversifying Defined Benefit (DB) Pension assets; and, running his proprietary DB risk managed fund using structured derivatives.  He also selected and monitored the line-up of Direct Contribution 401(k) funds ensuring their mutually exclusive diversification and safe risk adjusted rate of return.

Joe worked in Mergers and Acquisitions and Major Capital Appropriations for W.R. Grace and Company in midtown Manhattan from 1983-1990.  From 1977-1983 he worked as a research Chemist and Engineer for the Pall Corporation (1977-1981) and Liquid Carbonic and Air Liquide (1981-1983).  He teaches at Orange Community College, is a licensed Notary Public, a certified Tax Preparer, has passed Level 1 of the CFA exam, an expert in derivative structures, and language proficient in MS Access, Visual Basic, and German.
